SUMMARY:Happy Dog Takes on Participatory Budgeting CLE
DESCRIPTION:What happens when residents are empowered to decide together how to spend public money in their own communities? This is the foundational premise of “participatory budgeting.” It aims to deepen democracy\, build stronger communities\, and make public budgets more equitable and effective. The first participatory budgeting efforts began in 1989\, in Porto Alegre\, Brazil. Today\, there are over 3\,000 participatory budgeting processes around the world\, most at the municipal level–including here in Cleveland. \nIn the wake of major federal legislation\, public investments are finding their way to state and local municipalities. For example\, in September\, nearly $12 million in American Rescue Plan Act funds were approved by Cuyahoga County Council. Here in Cleveland\, Participatory Budgeting Cleveland (PB CLE) is a grassroots effort and coalition which hopes to make budgeting moments like these a more democratic and transparent process. \nErika Anthony\, Executive Director of Cleveland VOTES will lead a conversation at the Happy Dog in Cleveland’s Gordon Square District on new ways to deepen residents’ civic engagement. SUMMARY:Change from Within: Empathy\, Humanity\, and Improving Police Response
DESCRIPTION:It started with a phone call to Jackie Acho from Detective Christopher Gibbons with the Cleveland Division of Police. He said\, “I think we have a problem with empathy\, can you help us?” Jackie is the President of the Acho Group\, a strategy and leadership consulting firm whose 2014 TEDx talk – A Good Day’s Work Requires Empathy caught Detective Gibbons’ attention. To most\, this seemed like an unlikely partnership\, but Acho and Gibbons got to work. \nJackie knows that organizations can foster more empathy through cultural transformation and systems change from within\, not training from the outside. So they created a new leadership model in District 4 and launched internal Innovation Teams\, as well as the first employee engagement survey in the 160-year history of the police department. Top of the list in responses was a desire for increased community engagement\, removal of tedious and repetitive paperwork\, and a focus on officer mental health. \nThe result of the culture shift: Use of force decreased\, citizen complaints were down\, and officer transfers increased back into District 4. Now\, three of the five districts are using the program. \nJoin us in-person at the City Club as we learn how to improve police response and engagement in our neighborhoods–particularly high-crime regions where empathy is most needed to de-escalate situations.

DESCRIPTION:We’re all familiar with the Bill of Rights of the U.S. Constitution\, which includes the right to freedom of speech\, the right to bear arms\, and the prohibition against unreasonable searches and seizures; As well as the post-Civil War Fourteenth Amendment\, which bars states from depriving any persons of life\, liberty\, or property without due process of law\, and guarantees all persons the equal protection of the laws. But there’s another Bill of Rights––one that applies only to Ohioans\, that includes protections for victim rights\, religious conscience\, healthcare\, and more. \nThough often ignored\, the Ohio Constitution has become particularly relevant to today’s legal and political issues\, and it can have a bigger influence on our lives than even the U.S. Constitution. Steven Steinglass has dedicated much of his career to providing future and current lawyers and judges with a deep and nuanced understanding of the Buckeye state’s constitution. But Steinglass believes that state constitutions are too important to be left only to lawyers and judges\, and he notes that Ohioans have the power to alter it at the ballot box. \nAs the second edition of Dean Steinglass’s monumental 696-page book\, The Ohio Constitution (Oxford Univ. Veterans bring valuable skills and experiences from their time served to our country’s workforce. They become our teachers\, healthcare professionals\, public service employees\, and most notably\, our neighbors and community members. \nDue to increased investment and advocacy efforts\, in 2022 the U.S. Department of Veteran’s Affairs reported a 11% decline in Veteran homelessness since 2020—the biggest drop in more than 5 years. Still\, more can be done to improves these statistics; and many Veterans continue to struggle with posttraumatic stress disorder (PTSD)\, depression\, substance abuse\, suicide\, and more. \nGeneral Russel Honoré is a decorated 37-year army veteran\, a global authority on leadership\, and an expert on climate change and disaster preparedness. During his military career\, he held numerous commands including Joint Task Force Katrina\, Vice Director for Operations for the Joint Chiefs of Staff and Commander of the Standing Joint Force Headquarters-Homeland Security. SUMMARY:The Rage of Innocence: How America Criminalizes Black Youth
DESCRIPTION:What happens when teachers\, law enforcement\, and other adults in positions of authority are less protective and more punitive with certain kids? Recent research has uncovered an “Adultification Bias” against Black girls\, who are viewed as less innocent and more adult-like than their white peers. Natural Black hair and fashion continue to be dress coded. Even Black preschoolers are suspended at shockingly high rates. In her new book\, The Rage of Innocence: How America Criminalizes Black Youth\, Professor Kristin Henning points to America’s manufactured and irrational fear of Black youth; as well as institutional mechanisms that criminalize normal adolescent behavior among Black youth. \nHenning has spent twenty-five years rep­resenting Black children in Washington\, D.C.’s juve­nile courts. During her tenure\, she has seen\, tried\, or supervised the trial of almost every offense in the juvenile code. She is now the Blume Professor of Law and Director of the Juvenile Justice Clinic and Initiative at Georgetown Law\, where she supervises law students and represents youth accused of delinquency in the D.C. Superior Court. From 2017-2020\, Professor Henning served as the Law School’s Associate Dean for Clinics and Experiential Learning. \nJoin us at the City Club as we hear from Professor Kristin Henning on how the crisis in juvenile justice begins with America’s relationship with Black children.

SUMMARY:The Changing Landscape of Reproductive Rights
DESCRIPTION:The U.S. Supreme Court Decision in Dobbs v. Jackson Women’s Health Organization completely altered the legal landscape for access to abortion. Nearly 50 years earlier\, Roe v. Wade had seemed to enshrine abortion protections\, but the recent decision has shifted the power back to the states\, creating a patchwork of protections and prohibitions–with the latter disproportionately impacting BIPOC and low income communities who face greater barriers to healthcare. \nFatima Goss Graves is the President and CEO of the National Women’s Law Center. She has spent her career fighting to advance opportunities for women and girls. Her work has included legal research\, testimony\, and advocacy on the issues and policies central to women’s lives\, including health and reproductive rights\, economic security\, workplace fairness\, and educational access\, among others. \nWith the future of legal protections for abortion increasingly uncertain\, Ms. Goss Graves will discuss this evolving issue and the legal strategies that are being developed and deployed to address growing concerns. She’ll be in conversation with Helen Forbes Fields\, CEO of the YWCA of Greater Cleveland.
