Dr. Floun’say Caver (LC 2017)

General Manager & CEO, Greater Cleveland Regional Transit Authority

Dr. Floun’say Caver has over 15 years of diverse experience at the Greater Cleveland Regional Transit Authority, previously serving as the Assistant to the Deputy General Manager for Operations, Director of Hayden Bus District, Director of Service Quality, Assistant Budget Director/Organizational Performance Leader, Manager of Budgets, and Budget Management Analyst.  Dr. Caver holds a Bachelor’s degree in Management with a concentration in Accounting & Finance from Hiram College (Magna Cum Laude), a Master’s of Public Administration from the Levin College of Urban Affairs at Cleveland State University, and a Ph.D. in Public Affairs with a concentration in Public Management from the University of Texas at Dallas. Outside of his responsibilities to RTA, Dr. Caver is an Adjunct Professor of Public Administration at Ohio University and Cleveland State University, and he is a board member for Cleveland Neighborhood Progress, Levin College of Urban Affairs Visiting Committee Member, volunteer with the Salvation Army-East Cleveland Corp., Youth Coach at Hawken School, and former board member and former treasurer for the Collaborative to End Human Trafficking.

Dr. Caver has received many honors and awards, including Crain’s Cleveland Business 40 under 40, Mass Transit Magazine’s 40 under 40, the Distinguished Alumni Award from the Levin College of Urban Affairs at Cleveland State University, the Outstanding Fellow Award from the CSU Leadership Academy, and Frank J. Hemphill Award at Hiram College.
